We are pleased to present PHF Science's 2025–2025 Annual Report. The past year was one of significant change and growing ambition for PHF Science, and the New Zealand science sector. From 1 July 2025, we took on our new identity as the New Zealand Institute for Public Health and Forensic Science – PHF Science – moving on from three decades as ESR (the Institute of Environmental Science and Research) and stepping into our role as a Public Research Organisation (PRO).

The changes we are putting in place recognise our potential to do more for New Zealand by growing new critical research and services. These support and enhance core functions of public health, police, justice and customs with robust, forward-looking and effective science and services.

The Report showcases our many achievements over the past year, making a difference through the critical science services New Zealand needs, and going further through our excellence in research and innovation.

As we conclude our first year as PHF Science, 2026 marks 100 years since the establishment of DSIR and pays tribute to the foresight shown to invest meaningfully in science, laying foundations that continue to support our economy, environment and people.
